Kessinger says the city has faced financial challenges from the buyout for years. According to a statement from the Mayor, the properties are subject to federal deed restrictions, with Fayette County holding the restricted deeds. The buyout also reportedly eliminated about 102 water and sewer customers, while the city remained responsible for debt on the sewer system built to serve the area. #FayetteCounty #WOAY
