The state's Pollution Control Agency says United Taconite did not perform the regular emissions tests required by its air permit.

The state agency said the mine, owned by Cleveland-Cliffs, failed to test that certain emissions at its pellet plant were within permitted limits. Cliffs said it “strongly disagrees” with the action.
